家庭团聚-配偶担保移民是加拿大深受欢迎的移民项目，因为其条件比较宽松。对于申请方的要求极为简单，不要求学历，不要求工作经验，不要求语言能力，不要求资金证明，只要担保人具有担保资格并能证明婚姻或配偶关系的真实性，基本就可以移民成功。本文分享了近期一位网友的加拿大境内夫妻团聚的时间进展。

境内配偶担保是指受担保的配偶或伴侣在加拿大境内居住。受担保人必须在加拿大有临时合法身份，如工作签证、学习签证或旅游签证。申请团聚的同时受担保人有资格申请开放式工签Open Work Permit (OWP)，可以合法在加拿大生活，工作。

近年来加拿大配偶团聚有所变化，主要表现在：审批时间缩短，尤其是境内团聚申请，由以往的两年左右缩短至12个月以内；随行子女年龄上限由19岁上调至22岁，即未满22岁的子女有资格跟随申请人一起申请移民；体检通知不能成为判断申请进度的参考，审批的初级阶段可能就会被要求体检；证明婚姻的材料要求更加精简，而不是多多益善。

2017-07-16 : Canada Post 邮寄申请材料,申请境内夫妻团聚以及开放性工签 (open work permit)

2017–07-18: Canada Post 显示移民局收到申请材料

2017-08-23：收到移民局(IRCC) 的Application Number和Unique Client Identifier。注意为了加快移民审批进度，要根据邮件要求建立网上账户，以便快捷的接收移民局的通知，查看移民进展。建立网上账户后移民局要求提交Schedule A 表格和无犯罪记录

加拿大境内夫妻团聚登陆面试

境内申请加拿大永久居民（Permanent Residence，也就是移民）的最后一步是到当地的移民局进行登陆面试。申请境内夫妻团聚也是如此，当收到加拿大移民局的登陆面试邀请信后，就需要在指定的时间到指定的移民局办公室进行面试。这里提供了移民局登陆面试邀请信的中英文样本，以及境内登陆的基本流程。

登陆面试的要求

移民局的登陆面试邀请信会指定面试的具体时间和办公室地点，以及需要携带的文件。加拿大境内可登陆的办公室地点可见移民局网站。

境内夫妻团聚登陆面试所需要携带的文件包括：

  • 移民局发送的邀请信；
  • 申请人的ID，如护照；
  • 申请人两张50×70的照片；
  • 社会保障号（Social Insurance Number，SIN）；
  • 其他申请人（如孩子）的护照，照片和社会保障号；
  • 配偶（也就是担保人/Sponsor）的带照片的ID，以及地址证明；
  • 如需要可以自带翻译人员；
  • $490的登陆费的付费证明（需要事先在移民局网上支付）。

登陆面试时，需要夫妻双方即担保人和所有的申请人共同前往。面试有指定的预约时间，但是面试的当天需要拿号排队等待面试。

注意: 如果不能参加登陆面试，移民局会认为申请人已放弃加拿大永久居民的申请。

登陆面试过程

登陆面试时，移民局的官员会首先索取所要求的文件和证件。经过基本核对后，就会进行面试提问。提问的基本内容包括如下：

  • 现在的家庭居住地址；
  • 夫妻双方是学习还是工作；
  • 夫妻双方的经济情况；
  • 夫妻双方是否领取政府救济；
  • 申请人何时到加拿大，最后一次离开加拿大境内的时间及何时何地返回加拿大；
  • 除了在加拿大的子女，申请人是否在境外还有其他子女；
  • 申请人是否有犯罪记录。

面试完毕时，如果没有问题，申请人会拿到移民局官员签字的登陆纸（Record of Landing），申请人正式成为加拿大永久居民。再等待8到10周后，申请人就可以收到永久居民卡（Permanent Resident Card）。在这之间，登陆纸可以等同永久居民卡使用（但最好不要出境）。登陆后申请人需要申请新的社会保障号（SIN）和健康卡（Health Card）。
